In my opinion there are very few ugly babies. Babies (assuming they weren't born with any type of abnormalities) tend to look very similar and very cute.
However, as those babies grow up, only a very small portion of them will qualify as being "beautiful" people.
Why is this?

This next thought it sort of related...at least in my mind it is. Let's say from the day you are born until the day you die you meet with a person for lunch. The person never speaks to you. He/she just sits down, looks at you, then eats his/her lunch and leaves. This happens every single day of your life.
Would you develop any sort of emotional response to this person? Would you be capable of hating this person?

Since you yourself said that all the babies tend to look similar. So, all the babies look beautiful. We classify people as beautiful or ugly according to the stereotypes we develop living in any society or culture. And thats why when we grow up, we find some people beautiful and some ugly. But this discrimination by us is only relative. A person classified as ugly by us may look very very beautiful to his/her parents or lover.
As far as your second thought is concerned, I don't know whether I will develop any emotion for that person or no. But anyway, this thought of yours..... I guess I have read somewhere before. :-)
Babies are cute so they get taken care of. They are helpless unless they get taken care of. So we are hardwired to find them cute. This promotes the spread of our species.
I've seen several ugly babies. Just recently, a friend of a friend became a father, and posted pics of his child on facebook. It looked like Pete Townshend. Which is fine for Pete Townshend, but not fine if you're a baby.
